The EU's decentralised agencies are one of the most overlooked routes into a European public-service career — and most of them are not in Brussels. Over 30 agencies are spread across the member states: EFSA (food safety) in Parma, EMA (medicines) in Amsterdam, ECHA (chemicals) in Helsinki, Frontex (border management) in Warsaw, Europol and Eurojust in The Hague, ESMA (securities markets) in Paris, ENISA (cybersecurity) in Athens, EASA (aviation safety) in Cologne, ECDC (disease control) in Stockholm, EUIPO (trade marks) in Alicante and EUSPA (the EU space programme) in Prague, among others. Several bodies, including the SRB, are based in Brussels itself.

Agencies recruit scientists, lawyers, IT specialists, analysts, communications officers and administrators, mostly as temporary agents (TA) or contract agents (CA) on renewable contracts, alongside seconded national experts and paid trainees. Pay follows the EU Staff Regulations — the same salary grades as the Commission, adjusted by a country correction coefficient — and typically includes expatriation and family allowances plus low EU-level taxation. Unlike permanent Commission posts, most agency vacancies do not require passing a full EPSO competition: each agency runs its own selections, which makes them one of the most accessible entry points into the EU system.

Do EU agencies hire non-EU citizens?
As a rule, no: temporary agent and contract agent posts require citizenship of an EU member state (some agencies also accept EEA/EFTA nationals such as Norwegians or Icelanders for certain positions, since countries like Norway participate in several agencies). Exceptions are rare and role-specific. Non-EU citizens can, however, sometimes work for agencies as external contractors or interim staff hired through service providers — always check the eligibility section of the individual vacancy notice.
What is the difference between a temporary agent and a contract agent at an EU agency?
Temporary agents (TA) fill the core expert and management posts, are graded on the AD/AST scale like Commission officials, and are typically hired on multi-year renewable contracts that can become indefinite. Contract agents (CA) are graded in function groups I–IV, generally earn less at equivalent experience, and handle support and specialist tasks. Both are employed under the EU Staff Regulations, with EU-level taxation and the same core benefits system.
How much do EU agency staff earn?
Agency salaries follow the published EU staff salary grades. As an indication, an entry-level AD5 temporary agent has a basic salary of roughly €5,000+ per month, and contract agents start lower depending on function group. Pay is adjusted by a correction coefficient reflecting the cost of living in the host country — higher in Copenhagen or Paris, lower in Warsaw or Athens — and many staff receive a 16% expatriation allowance plus family allowances, taxed at EU rather than national rates.
Do I need to pass an EPSO competition to work at an EU agency?
Usually not. Agencies run their own selection procedures for temporary agent posts, advertised on their websites and aggregated on the EPSO jobs portal: typically a CV sift, written test and panel interview. Contract agent recruitment often draws on the EPSO CAST Permanent database, so registering there is worthwhile. Full open competitions are only required for permanent official posts, which are rare in agencies. Most agencies also offer paid traineeships.
