Project Background
- The Action “EUNITE: Uniting Cyprus for Business” is financed by the European Union (EU) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ).
- The Overall Objective of the Action is to contribute to confidence building in Cyprus through improved public and animal health and Protected Designation of Origin (PDO) compliant Halloumi/Hellim crossing the Green Line. It provides for specific actions aimed at building confidence between the two communities, which will have a concrete impact on the ground.
Responsibilities
- Procurement of goods and services for the project according to GIZ rules and regulations in close collaboration with the GIZ Ins Belgium and up the defined threshold.
- Local contribution and grant agreement preparation for the project according to GIZ rules and regulations in close collaboration with the GIZ Ins Belgium and up the defined threshold
- Informing project manager and head of procurement on time about status of procurement and contracts.
- Coordinating effectively with colleagues internally within GIZ in the northen part of Cyprus.
- Maintaining contract files in DMS (e-filing) in line with GIZ’s filing rules and as well in SAP4Hana, MM module.
Core Scope of Tasks
- Carries out all procedures for procurement of services/works (including initiation, evaluation, negotiation & award of contracts) as per defined threshold.
- Preparing and carrying out tendering as per GIZ guidelines.
- Responsible for complete contract management including contract amendments in collaboration with project manager and head of procurement.
- Conduct market research and identify potential suppliers to promote competition and value for money.
- Monitor procurement timelines and proactively identify potential delays and mitigation measures.
- Advise project teams on the most appropriate procurement methods in line with GIZ regulations.
- Maintains all relevant contract documents and communication and e-filing into GIZ DMS as well as SAP4Hana
- Prepares grant agreements, local contribution, etc. as per project requirements.
- Review and verify all invoices related to services, goods procurement, grants, and local contributions to ensure a smooth payment process.
- Conduct commercial and legal eligibility checks of implementing partners under the grant programme
- Assists during internal/external audits with all relevant documentation.
- Undertakes further job training related to work responsibilities in consultations with Head of Procurement.
- Actively coordinates with other colleagues in carrying out all laid down processes of Procurement.
- Performs other/additional duties and tasks as decided by the line Manager.
Required Qualifications, Experience and Competencies
- Bachelor’s degree in business administration (specialization in Operations/Logistics/Supply Chain Management/Procurement Management/Contract Management).
- Commercial qualifications in Supply chain management, logistics, e-procurement, tendering, etc. will be preferred.
- Excellent interpersonal skills.
- 3–5 years of professional experience in procurement. Previous experience with GIZ or a similar international organization is an advantage.
- Outstanding knowledge of purchasing, tendering, contracting.
- Knowledge of EU procurement directives and German procurement regulations will be an added advantage.
- Proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint).
- Experience using SAP S/4HANA MM or other ERP systems.
- Experience with electronic document management systems willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
- Strong data management and reporting skills.
- Excellent command of English (written and spoken).
- Knowledge of Turkish is an advantage.
Location: Brussels, Belgium
Duration of the contract: 1 year with possibility of extension on request from GIZ and agreement with the employee

- The position requires a work permit for Belgium, as the location of the work will be Brussels. Only applicants who are EU citizens or in the possession of work permit for Belgium will be evaluated.
